Safia Boly

Executive Director

Ms. Safia Boly, a national of Mali, has a wealth of experience in both the public and private sector, with wide ranging responsibilities in decentralized operations and programmes. Her previous experience began in the private sector as the Head of the Finance Department for a drilling company in Mali. She then joined the World Bank Group and later the International Finance Corporation in Washington, D.C as a consultant in Accounting and Finance. In 2002 Ms. Boly began a rich career in the oversight and management of field operations at the United Nations, which would last over sixteen years. In 2018, she joined the Government of Mali as the Minister in charge of the Reform of the Administration and of the Transparency of Public Life. This role was followed by a second position as the Minister for Promoting Investment, Small and Medium Enterprises and National Entrepreneurship. Ms. Boly holds a Bachelor’s degree in Business Administration from the Ecole Nationale d’Administration of Mali and a Master’s degree in Business Administration from Florida State University.

Bashir Conde

Deputy Director

Bashir has more than 20 years’ experience in technical cooperation and Programme management. He joins AATI from the United Nations Industrial Development Organisation (UNIDO) in Vienna, Austria. At UNIDO he worked as Project Manager in the Agribusiness Development Department as well as a Country Programme Manager in the Africa Programme. Prior to this role, Bashir worked as an Economic Affairs Programme Officer in the Trade, Economic Development and Regional Integration Division of the United Nations Economic Commission for Africa (UNECA).

Manouk Overkamp

Program Management and Partnerships Officer

Ms. Manouk Overkamp, brings nine years of experience as a development professional to her role. She currently serves as a Program Management and Partnership Officer at AATI. Prior to joining AATI, Manouk worked as a Program Analyst for IFAD in both Addis Ababa and Kenya. She also contributed to research at the Radboud University in the Netherlands, focusing on the unintended effects of development interventions. In her previous roles, as a Policy Officer, Manouk coordinated the Multi-Annual Country Strategic plans for the Dutch Ministry of Foreign Affairs/Sub-Saharan Africa Department and worked at the Embassy of the Netherlands in Nairobi unpacking the Innovative Finance landscape. She holds a Master’s and Advanced Master’s degree in International Development Studies from Radboud University in the Netherlands

Catherine Njeru

Administrative Assistant

Catherine is a Kenyan national and has more than 8 years of administrative experience in managing stakeholder-centric office operations. She joins us from Office of the Special Envoy of the Secretary-General for the Great Lakes Region (OSESG-GL) in Nairobi, Kenya, where she worked as an Administrative Assistant. Prior to this, Catherine worked at the Office of the Director General, United Nations Office at Nairobi (UNON).
